At least for a very small state.
Rhode Island, to be exact.
The Rhode Island Wireless Initiative Networks (RI-WINs) announced in 2004 a plan to provide statewide wireless internet access. That plan is now coming to fruition.
According to this article in the Providence Business News, the project is set to enter the pilot phase next month.
Access will (at least initially) be limited to state and local agencies such as law enforcement, hospitals, and teachers, but could someday be available to everyone.
Initial cost is set to be $250/year. That's less than $21/month - a bargain.
